  first is in group.19): letters grouped by the topology of their
  capital forms.  He added that the second "is prone to quibbling, but
  when one knows the answer one might decide that this arrangement is as
  good as any." ]

The second is a topological arrangement of their capital letters.  Some
of the decisions are arbitrary, like putting R with A and not with Q; it
would depend on whether the two "legs" connect to the "circle" at the
same point or not, and I couldn't decide.  Plus I and J could be with
the other "line segment" letters or sorted if their "braces" are on,
etc. etc.
